# UKJ RESOLUTION No. 003/2026
## on the temporary restriction of the passage of laws during the election period until the formation of the UKJ Parliament

In accordance with the Constitution of the United Kingdom of Judaism, the constitutional order of the UKJ and the need to ensure the stability, transparency and credibility of the UKJ parliamentary system, this Resolution is made.
## Article I
### Purpose of the Resolution
1. The purpose of this Resolution is to establish a general rule for the period from the announcement of the UKJ parliamentary election until the official publication of the election results and the formation of the UKJ Parliament.
2. This Resolution is to ensure that no major political laws, reforms or decisions are passed during the election period which could affect the outcome of the election, the stability of the UKJ or the future functioning of the UKJ Parliament.
3. This resolution may be applied to the first parliamentary elections of the UKJ and to future parliamentary elections of the UKJ, unless superseded by a new constitutional or statutory rule.
## Article II
### Election Period
1. For the purposes of this resolution, the election period shall be understood as the time from the official announcement of the parliamentary elections of the UKJ until:
a) the official publication of the election results,
b) the confirmation of the winning political party or the distribution of mandates,
c) the formation of the Parliament of the UKJ.
2. During this period, the UKJ must act with restraint, transparency and in accordance with the Constitution of the UKJ.
## Article III
### Temporary limitation on the adoption of laws
1. During the election period, no fundamental political laws, reforms or decisions that would permanently change the direction of the UKJ shall be adopted.
2. In particular, the following shall not be adopted during the election period:
a) laws on changing the form of government,
b) laws changing the status of the King of the UK,
c) laws changing the Constitution of the UK,
d) laws changing the state symbols of the UK,
e) laws on a fundamental change in the government or parliamentary system,
f) laws on the economy, budget or taxes, if they are of a permanent political nature,
g) laws on defense, security or new state bodies, unless it is a necessary organizational measure.
3. Drafts of such laws may be prepared as working proposals, but their official discussion and adoption shall be postponed until after the formation of the Parliament of the UK.
## Article IV
### Decisions permitted during the election period
1. Only necessary technical, organizational and electoral documents may be adopted during the election period.
2. The permitted documents include in particular:
a) the royal proclamation calling elections,
b) the provisional electoral regulations,
c) the technical rules of voting,
d) the rules for publishing results,
e) organisational notices to citizens and members of the UKJ,
f) documents necessary to protect the constitutional order of the UKJ.
3. These documents may not change the regime of the UKJ, repeal the Constitution of the UKJ, misuse state symbols or make decisions that could permanently damage the UKJ.
## Article V
### Status of the King of the UKJ
1. The King of the UKJ remains the head of the United Kingdom of Judaism and the guarantor of the constitutional order during the election period.
2. The declaration of parliamentary elections does not mean the resignation of the King of the UKJ, the termination of his office or the beginning of the process of electing a new King of the UKJ.
3. The provisions of the UKJ Constitution on succession, regency and election of a new King shall apply only if the constitutional grounds set out in the UKJ Constitution arise.
4. During the election period, the King of UKJ shall ensure that the stability, dignity and constitutional order of UKJ are maintained.
## Article VI
### UKJ Parliament after the elections
1. After the official publication of the election results and the formation of the UKJ Parliament, the UKJ Parliament may begin to discuss and propose laws.
2. The political party which, according to the electoral rules, obtains the right to propose laws first may, after the formation of the UKJ Parliament, submit its first draft laws.
3. Laws shall enter into force only after they have been approved in the appropriate manner and signed by the King of UKJ, if required by the UKJ Constitution or the internal rules of UKJ.
## Article VII
### Future validity of the resolution
1. This resolution is of a general nature and may also be used in future parliamentary elections of the UKJ.
2. The purpose of this resolution is to create a stable rule for all future parliamentary terms of the UKJ.
3. If the UKJ Parliament passes a regular electoral law or a law on the legislative process in the future, this resolution may be supplemented, modified or replaced.
4. Until such law is passed, this resolution shall be considered as the basic rule for limiting the adoption of fundamental laws during the parliamentary term.
## Article VIII
### Final provisions
1. This resolution shall enter into force on the date of signature.
2. This resolution is issued in accordance with the Constitution of the United Kingdom of Judaism.
3. This resolution serves to protect the constitutional order, stability, credibility of elections and the future functioning of the UKJ Parliament.
